Lily Padula

Lily joined the Civic Federation in January 2025 as a Research Associate, where she assists in the research and analysis of state and local government budgets, appropriations data, and funding trends.

Prior to joining the Civic Federation, Lily worked as a Senior Legislative Aide for the Colorado General Assembly, where she researched and analyzed policy relating to housing, child welfare, education, disability, aging, healthcare, tax, and mental and behavioral health. She also worked at Ipsos analyzing and managing various market research projects. Lily earned a Master of Social Work degree from the University of Denver in June 2023 and holds a Bachelor of Science degree in Psychology with a minor in Management Information Systems from Santa Clara University.
